The Consortium of Bangsamoro Civil Society (CBCS) inked partnership agreement with Ministry of Basic, Higher and Technical Education-Technical Education and Skill Development (MBHTE-TESD) Maguindanao Provincial Office on March 22, 2022 at Glamour Convention Center, Cotabato City. CBCS was represented by its Chairperson Mr. Guiamel M. Alim and MBHTE-TESD Maguindanao was represented by its Provincial Director Salehk B. Mangelen.
The agreement will serve as platform for civil society organizations to support the peaceful transition and leadership of Bangsamoro Transition Authority (BTA-BARMM) and towards achieving transparent and accountable governance in the Bangsamoro region and for MBHTE-TESD to reach more communities and beneficiaries. CBCS will help in the identification and profiling of beneficiaries to be referred to MBHTE-TESD for consideration in their programs. Join monitoring and evaluation will also be part of the agreement to ensure smooth implementation of the agreement and improvement of services.
PD Mangelen said in his message during the ceremony, “It was a great honor to have a partnership with CBCS as we are pushing to improve our programs and services, more accessible to those in the lower strata of society and those vulnerable sectors to help raise their standard of living through skills training”. He also stated that CBCS will have a large contribution in fulfilling the mission of the ministry considering the strong presence of CBCS in remote communities all over BARMM and the similar vision for the empowerment of Bangsamoro peoples especially those at grassroots level.
The CBCS Chairperson explained that the signing is the 8th MOA entered into by CBCS with different ministries in BARMM as part of the commitment of the consortium to continue the accompaniment and support the peaceful transition of the BTA.-BARMM. CBCS is now having series of CSO forum and consultation in the 5 provinces of BARMM to build platform for CSO to better support the BARMM leadership and sustain the gain of peace.
Mr. Guiamel further said that “Signing of MOA is a one thing but imposing that agreement is another thing” and suggested to form technical working group to further discuss in details the partnership in terms targets and complementation.
MBHTE-TESD Maguindanao and CBCS both recognized the essence of developing the citizens to articulate their needs as they participate in achieving transparent and accountable governance in Bangsamoro.
