The Environmental and Social 
Management Framework (ESMF) examines the risks and impacts of the project “No Bangsamoro Child Left Behind in the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM)”. The project consists of subprojects with potential risks and impacts that cannot be determined until the subproject details have been identified during project implementation. The ESMF sets out the principles, rules, guidelines, and procedures to assess the environmental and social risks and impacts. It contains measures and plans to reduce, mitigate and/or offset adverse risks and impacts, provisions for estimating and budgeting the costs of such measures, and information on the agency or agencies responsible for addressing project risks and impacts, including on its capacity to manage environmental and social risks and impacts. It includes information on the area in which subprojects are expected to be sited, including any potential environmental and social vulnerabilities of the area; and on the potential impacts that may occur and mitigation measures that might be expected to be used.
This document has been prepared by the Consortium of Bangsamoro Civil Society (CBCS) with funding support from the Japan Social Development Fund for the project titled “No Bangsamoro Child left behind in the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM)”.
