The World Bank mission team conducted its first implementation support for the “No Bangsamoro Child Left Behind in the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) on March 4-12, 2024, including the school visit to Dawat Central Elementary School at Datu Blah Sinsuat and Sifaran Elementary School at Datu Odin Sunsuat, both from the province of Maguindanao Norte. The Consortium of Bangsamoro Civil Society (CBCS) as the implementing agency led the coordination and provided the overall assistance to the bank team during the mission.

The specific objectives of the mission were as follows: (i) review the progress of implementation of the project activities by component since its effectiveness in September 2023, including towards the achievement of the indicators and key project performance indicators; (ii) undertake a field visit to discuss the activities planned under the school grants; (iii) review the progress in fiduciary, including the Annual Work Plan and Budget, and safeguard management; and (iv) review the disbursement progress

 

CBCS presented the progress of the implementation and led discussions on the next steps. The sessions aided the need to follow the procurement and financial guidelines set by the bank to expedite and approve the processes. The mission was something to be grateful for because of the support and assistance extended to the organization for its full-blown implementation in the coming days.

The CBCS team was composed of Guiamel Alim (Project Manager), Marivic Calubia (Project Supervisor), and Jeya Murugan (Report Writer/Technical Lead), together with the Project Implementation Support staff Faye Mae Reyes (Procurement Assistant), Adzahar Pendatun and Amaluden Aguam (Provincial Coordinators), Hilario Tanzo, Sadam Ulama, Hafsa Guro and Johary Ayo (Community Development Facilitators).

The World Bank mission team is comprised of Karthika Radhakrishnan (Task Team Leader and Senior Education Specialist); Aisha Lanette N. De Guzman (Senior Financial Management Specialist), Melissa Santiago Yan (Procurement Specialist), Agnes Chung Balota (Senior Environmental Specialist), Norhana Andig Kamid-Wakay (Operations Analyst), Joel Mendoza (Consultant and Education Specialist); Luisa Fernanda Escobar (Social Specialist/ Consultant); Joanna Yu (Team Assistant).

 

The first implementation support mission wrapped up with gratitude to the stakeholders who shared their inputs and involvement in the preparation of the roll-out. This also paved the way for updating relevant stakeholders, especially the partner institution, the Ministry of Basic Higher and Technical Education (MBHTE) to keep track of its status. To cap the mission, it was a success, and we are looking forward to the successful project implementation.
