The CBCS-SIBUGAY Cluster had successfully conducted a one day community gathering entitled CSO’s and Communities Orientation on Livelihood Project Implementation for the two identified communities of MILF and MNLF respectively.

It was on June 16, 2025 wherein the CBCS Team facilitated the conduct of the first project site activity with the Tipange Pinagayunan Association (TPA), an MILF community in Brgy. Tipange, Dimataling, Zamboanga del Sur . The said activity was held in GAD Conference Hall, Dimataling Municipality , Dimataling, Zamboanga del Sur. It was attended by twenty (20) community leaders and officers and members and five (5) CSOs representative. The group proposed project is Mini Grocery.

Before the formal start of the activity, a courtesy call with Hon. Mayor Avelino Yrauda, municiapal Mayor of Dimataling, Zamboanga del Sur was conducted headed by Mr. Ismael G. Kulat, the TAP-G Project Coordinator. The courtesy visit was made possible thru the initiative of Ust. Haron Dagadas, a Moro representative in the LGU who was referred to by the honorable as “little mayor” being appointed Deputy Mayor for Muslims Affairs of Dimataling, Zamboanga del Sur and Mr. Jimmy Datu Oto, the president of Tipange Pinagayunan Association. A good sharing particularly on CBCS work was shared by Mr. Kulat and Mohaiya Pua. At the end Mayor Yrauda expressed his support to the CBCS work and intervention in Barangay Tipange, Dimataling, ZDS.

On the other hand, last June 17, 2025 same activity, “CSOs and Communities Orientation on Livelihood Project Implementation” for the second project site was hrld in Mahad, Brgy. Bulanit, Labangan, Zamboanga del Sur with the Iranun Fisherfolk Association (IFA), an MNLF community. The activity was attended by fifteen (15) IFA members and officers and eight (eight) CSOs representative.

Generally the two separate activities is inline with the CBCS, Project: Transforming Alliance for Prosperity and Good Governance (TAP-G PROJECT) supported by MISEREOR, an International Organization base in Germany. This is in connection with the project objective no. “2: The socio-economic situation of the communities in former MILF/MNLF areas, especially those of ex-combatants and their families, is improved.”

The legitimacy and legal bases:

This CBCS project is aimed at “accompaniment in sustaining the gains of peace processes of the Moro National Liberation Front (MNLF) and Moro Islamic Liberation Front – MILF)” with the Government of the Philippines (GPH).

The Annex on Normalization – the second track of GPH-MILF Peace Agreement implementation called “Normalization Track” states among other that the Framework Agreement on the Bangsamoro (FAB) sated that: “…normalization is vital to the peace process “where communities can return to conditions where they can achieve their desired quality of all ways of life.”

In his orientation message, the Project Coordinator gave emphasis that the project is a CBCS own way of popularizing provisions of the GPH-MILF Normalization Agreement, in particular under the “Decommissioning of MILF Combatants” which states among others that: “3. To achieve the above goal, a comprehensive need assessment shall be undertaken for the members of the BIAF and their communities as a basis for a comprehensive socio-economic development program.” He however stressed that: “The project is not initiated either by the GPH or MILF but CBCS own meager share in popularizing important provisions of the GPH-MILF Peace agreement that will redound to not only benefiting individuals but the whole community in general.”
