Renewing Dialogue, Advancing the Bangsamoro Peace Roadmap
The Tri-People’s Movement for Inclusive Peace and Development (TRI-PEACE MOVEMENT) warmly welcomes the resumption of talks between the Government of the Philippines (GPH) and the Moro Islamic Liberation Front (MILF). This renewed engagement reaffirms that dialogue, mutual respect, and political cooperation remain the most effective pathways toward achieving a just, inclusive, and lasting peace in the Bangsamoro.
As the Bangsamoro Transition enters a decisive stage, these discussions present an important opportunity to reaffirm the commitments embodied in the Comprehensive Agreement on the Bangsamoro (CAB) and the Bangsamoro Organic Law (BOL). We encourage both Parties to accelerate the implementation of the remaining milestones of the Bangsamoro Peace Roadmap, including the completion of the normalization process, the decommissioning of former combatants, the strengthening of democratic and accountable Bangsamoro institutions, the advancement of transitional justice and reconciliation, inclusive socioeconomic development, the protection of the rights of all communities, and the peaceful, credible, and inclusive conduct of the Bangsamoro Parliamentary Elections.
Representing the Moro, Indigenous Peoples (IPs), and Settler communities, TRI-PEACE believes that the next phase of the peace process must be anchored in inclusivity, transparency, accountability, and meaningful public participation. The aspirations and voices of all communities must continue to shape peace implementation so that no one is left behind in building a peaceful, democratic, and prosperous Bangsamoro.
We call upon both the GPH and the MILF to approach these discussions with sincerity, political courage, flexibility, and statesmanship. Outstanding issues should be resolved through constructive dialogue, mutual trust, and faithful adherence to the spirit and principles of the CAB, always placing the welfare, dignity, and aspirations of the Bangsamoro people at the center of every decision.
The success of the peace process will ultimately be measured not only by agreements reached but by meaningful improvements in the lives of the people. Peace must deliver responsive governance, quality education, sustainable livelihoods, decent employment, youth empowerment, the meaningful participation of women, the recognition and protection of Indigenous Peoples’ rights, environmental stewardship, social justice, and equitable economic opportunities. Every family across the Bangsamoro should experience the tangible dividends of peace.
We likewise call upon the National Government, the Bangsamoro Government, local government units, traditional and religious leaders, civil society organizations, the private sector, development partners, and the international community to sustain their collective support through dialogue, partnership, institution-building, and long-term investments in peace and development.
The resumption of talks should not simply resolve pending issues; it should define a shared vision for a post-transition Bangsamoro founded on effective parliamentary governance, strong democratic institutions, reconciliation, inclusive economic growth, and a peace that is owned, protected, and sustained by the Moro, Indigenous Peoples, and Settler communities alike.
At this critical moment, we urge all stakeholders to reject violence, extremism, hate speech, misinformation, and divisive politics that threaten the gains of peace. Instead, let us strengthen trust, social cohesion, democratic participation, and solidarity among the three peoples of the Bangsamoro.
