RESOLUTION NO. 02

A RESOLUTION AUTHORIZING THE CONSORTIUM OF BANGSAMORO CIVIL SOCIETY (CBCS) TO ENTER INTO A MEMORANDUM OF COOPERATION WITH THE OFFICE FOR OTHER BANGSAMORO COMMUNITIES (OOBC) FOR THE DEVELOPMENT OF THE BANGSAMORO

WHEREAS, Republic Act No. 1105 otherwise known as “The Organic Law for the Bangsamoro Autonomous Region in Muslim Mindanao”, Article VI Section 12, provides for the Assistance to other Bangsamoro Communities, “The national Government shall ensure the protection of the rights of the Bangsamoro people residing in communities outside the Bangsamoro Autonomous Region and undertakes programs for their rehabilitation and development. The Bangsamoro Government, in coordination with the local government units where these communities are located and the appropriate government agencies, shall provide assistance to enhance their economic, social and cultural development”;

WHEREAS, the Bangsamoro Administrative Code of the Bangsamoro Autonomous Region in Muslim Mindanao provides for the creation of the Office for Other Bangsamoro Communities under the Office of the Chief Minister;

WHEREAS, the Consortium of Bangsamoro Civil Society as a leading coalition of Bangsamoro CSOs with more than One Hundred member organizations all over Mindanao and with clustered-region and different platforms for convergence in the pursuit advancing the advancing the Bangsamoro struggle for peace, freedom and development, have been constructively engaging and strategically supporting the Bangsamoro peace process up the present establishment of BARMM;

WHEREAS, the BM-CSO Consultative Assembly for Other Bangsamoro Communities spearheaded by Consortium of Bangsamoro Civil Society (CBCS), with the Theme: “Building Common Ground among the CSOs Towards Effective and Meaningful Participation in the Transition and Beyond”;

WHEREAS, being aware of the creation of the Office for Other Bangsamoro Communities (OOBC) and its Program and Activities and Structure of as presented and discussed during the Consultative Assembly, and thereby the CBCS express strong support for possible collaboration, coordination and cooperation;

NOW THEREFORE, after proper and thorough discussion and consultation of the officers and members/participants representing the different provinces of the CBCS clustered-region, on a mass motion unanimously seconded, it was;

RESOLVED AS IT HEREBY RESOLVED, to pass a resolution Authorizing the Consortium of Bangsamoro Civil Society (CBCS) to enter into a memorandum of cooperation with the Office for Other Bangsamoro Communities (OOBC) for the development of Bangsamoro.

RESOLVED FURTHER, that this resolution be submitted to the Office of the Chief Minister of the BARMM, Cotabato City and furnished to all offices concerned for most appropriate and immediate action.
